Alleged poor quality of education in Nigeria, who is to blame?

The complainants claim that within the past few years there has been a consistent downward trend in the quality of education in Nigeria at all levels.
The evidence they claim  can be seen from the abysmal performance of secondary school students at WAEC exams from 2011 to 2014.
It's not all gloomy though. Every year Nigerian institutions turn out impressive number of well educated students at all levels.

The reasons proffered for poor quality education in Nigeria include;
1. Inadequate allocation of funds to the Education sector.
2. Poor compliance policies for monitoring institutions to make sure they adhere to set standards.
3. School inspectors are no longer as effective and dedicated as     they used to be.

4. Corruption in the Education sector whereby funds and educational materials meant for schools are diverted.
5. Unprofessional contravention of teaching ethics at all levels by some unscrupulous teachers and lecturers.
6. Politicising of Education by some political office holders.
7. Poor salaries for teachers and lecturers which robs them of their seal to teach effectively.
8. Lack of quality teachers.
9. Lack of seriousness and focus by a lot of students.
10. Exam malpractice. High number of students now see cheating as a proper means of passing exams.

What do you think is the way forward? It is our collective duty to find a lasting solution to this problem which affects us all in one way or another.
Government alone cannot solve this problem.
